Then shouldn't the rule be implemented for the whole game? What you guys are saying is it's ok for an offense to do this for the final 2 minutes of each half but not for the rest of the game. So it should be ok for a pitcher to throw a pitch before the batter gets into the box in only the 9th inning right?

Also, as was stated above, this is wrong. The defense does have the opportunity to sub between each snap, they just don't have the ability because the players are too slow. If you want to sub during the HUNH then the players need to be sprinting on and off the field rather than jogging like they always do.

I didn't say anything about when the rule should be implemented, but, yes, I do think it should be implemented for the whole game.
