Ok cops called bust party kids get under aged drinking.

Three things

What parent lets multiple kids not of own making drink at their house?
What parent doesn't tell their kid to get out of said situation (dump the goods)
Who is the old neighbor?

Probably too busy taking a selfie with the cops.

We had to do community service hours for school and the most popular places was the local soup kitchen, the Humane Society, Catholic Charities (or a local church), Goodwill or Salvation Army, etc. I got mine working a Special Olympics event.

Give his school counselor a ring and they might be able to set something up through school. We've had kids at work that have worked with our 2nd shift janitors and gotten their hours that way too.

Make him work at an animal shelter. It was horrible when I had to do it.
