I was about to post this same thing. Head was down, shoulder to the face while the returner was looking up towards the ball.

The only thing that could have made it more targeting according to everything they have said this year was for Jones to point to him as he was running while holding a sign that read "Prepare thy anus for what is coming". This was far worse than the Clowney hit in last year's bowl against Michigan and about 80% of refs interviewed claimed that would have been targetting.
