Clearly you are the one who knows nothing. There are ACL strengthening programs that rely heavily on stretches and plyometrics that have been proven to reduce ACL injuries.

Again, you strengthen supporting structures, not ligaments.
I'm an MSK radiologist. I'm not a trainer, or a rehab, or ortho, but I know about the pathophysiology of ligaments.
You can stabilize a knee to try and reduce injuries, but dear, on the athletes that football players are, these effects are probably negligible.
I'm sure the strengthening programs are more geared towards women, who have much higher incidence of ACL injuries.
