Under current rules, the targeting call is reviewed and can be reversed. The penalty stands. That needs to change

The rule says that "When in question, it is a foul." So if the ref even thinks it's a penalty, he has to throw the flag. Once the flag is thrown, the 15 yard penalty cannot be reversed. The ejection is the only thing subject to review.

If they call "targeting", the penalty is automatically tacked on. The only thing that can be reversed is the ejection.
