Improper benefits scenario question

Serious question:
What is to prevent a fan of one school from donating money to another school(becoming a booster)and buying meals for kids on other teams or sending them gifts or cash, and then turning them in for NCAA violations? Then you could possibly get a kid suspended for a couple games or a season. Surely there are some cold blooded fans out there that have thought of this.

Haven't there been accusations of Bama/Auburn fans doing that to each other in the past? Or did I just imagine that?
