IIRC, the NCAA has said they won't allow new ones, but Bryant Scholarships are grand-fathered in. FTR, the scholarships go to kids of Bryant's former players the overwhelming majority of which don't play sports
But, yes, you can start a Dooley scholarship you just won't get the exemption from the NCAA

That's a fair point. I don't think the Bryant Scholarship is the only one out there though. I think there were others that were grand-fathered in.
At any rate, I doubt there will be many, if any, more since the youngest of Bear's former players are getting up there in age
