You would think so but the NCAA defines a recruited athlete as one who takes an official visit or is visited by coaches off campus IIRC

How can you define "recruited"?

If a kid is committed, he was recruited.

That's a pretty outdated definition of a recruited athlete. This would fit the NCAA pretty well, of course
