No they weren't.

In 1964, Alabama was named the national champion in the final AP Poll following the completion of the regular season, but lost in the Orange Bowl to Texas, leaving Arkansas as the only undefeated, untied team after the Razorbacks defeated Nebraska in the Cotton Bowl Classic.

In 1965, the AP decreed that from now on its national champion would be selected after New Year's. Therefore, since the 1965 season Bowl games were very important.

Yes, the UPI did not change until after the 1973 Sugar Bowl fiasco where undefeated Notre Dame beat Alabama, but don't even try to say that Bowl games were just exhibition bonus games in 1973 when the most important Poll, at that period of time, the AP Poll, was determining it's champion after the Bowl games.
