I think the guy raises a valid point or concern:

rumors of Georgia turning OM in
Georgia's President going to NCAA infractions committee
All reports of wrong doing must go thru Slive

if Georgia intends to turn OM in- as rumored- now they dont have to go thru Slive to do it

Will something come of this? who knows...but interesting nonetheless

So SEC schools can't report anything direct to the NCAA?

They didnt "have to" before, it's just protocol for being in the SEC and a gentelmens agreement, they are free to do whatever they want.
