Isn't Tennessee rebuilding most of their campus? Is that why all the money is needed?
All state schools have felt some budgetary restraints in the past few years. Funding is down almost everywhere from state sources.

They have had to eliminate buffets at the stadium to save costs. Too many fat people stuffed in there.
