Rule 9-1-4: Defenseless Player: Contact to Head or Neck Area
ARTICLE 4. No player shall target and initiate contact to the head or neck area
of a defenseless opponent with the helmet, forearm, elbow or shoulder. When
in question, it is a foul (Rules 2-27-14 and 9-6)

Now, somebody get me a definition of a "defenseless player" so we can sort this out.

EDIT:

I'll say it again, the NCAA defines a defenseless player as any player not directly involved in the play, as in receivers not being thrown to, lineman jogging down the field on a run, ANY player that isn't in on the action per say. MURRAY JOGGING DOWN THE FIELD IS A DEFENSELESS PLAYER

Murray was a defender preparing to make a tackle. He was not away from the play. The play was coming toward him. He was a potential tackler. He is a legal target.

All I know is that I've never heard of a defenseless defensive player.
