So? If Milliner is really better than Banks now he would have been better than Banks last year. Would he have gotten drafted before Banks if he could have declared last year?

Milliner was not rated last year because he was not draft eligible. His play this year has been spectacular, and has pushed him past Banks, Amerson, and all other CBs.

14 passes defended in 5 games is remarkable.

How many passes defended did Banks have last year?

Maybe he was. He played mainly Nickel last year, and while he played a lot of snaps, he was still playing Nickel. Banks is good, but Milliner is better and if you think that by looking at their stats so far this year with the High School schedule that you've played to this point that Banks is better, then you're a homer.
