Can the NCAA sanction Bama for losing institutional control of it's fans? One guy poisons a couple of trees and another guy drags his nuts across the face of a young opposing fan.

No, because LSU would have suffered the death penalty more than once already if the NCAA had rules tied to fan behavior.
