He is likely being investigated to see if he was complicit in any cover-up or was misled by the coach. He also reports to state law enforcement supervision and will likely be removed if found to be complicit or negligent in his reporting of the facts surrounding this accident. Difficult position to be in, trusted insider who can't embarass coach but will be scapegoated if embarassing information leaks.
