Instead of online dictionaries and various state's high school rules, let's consult the NCAA, shall we?

Now, butting or ramming an opponent would mean that no form tackle was made. The helmet was simply used as a weapon with no follow-through with the arms. See if you can stick with me here.

If the arms were used it wouldn't be a "butt" or "ram." You'd just be making a regular form tackle, leading with your helmet. Which is how everyone is taught to tackle. It is the correct way to tackle. He should have had his head up instead of down, but that is irrelevant.
