I am getting old so cannot remember if it is the NCAA or NFL that put in a new rule this season that all TD are reviewed?

It wasn't an offensive down so it would of been 1st down after the penalty. It was on a punt return.
So 1st/goal from the 6...maybe I should of said illegal forward lateral? Since it wasn't an offensive play with a set LOS
