Thats why they are considering changing the language to include seeking whereas before it did not.
So before you could seek and if not reciprocated, as in agree upon, was not against and now with the addition of the word it is.

I can not understand how in the world that was the verbiage if it ever was - because typically the schools providing illicit benefits are the only ones who could prove the benefits were provided (and they are not likely to turn themselves in)
That makes for a near impossible enforcement situation - it is hard enough to find enough evidence to be convinced a kid sought illicit benefits
And what if the kid didn't seek them but they start showing up (envelopes of cash) in his locker? Isn't he still eligible if that verbiage is the key? After all - he never sought them out... he just received them
whole thing strikes me as crazy
