Because the NCAA wants more information from Tennessee, information that we don't have nor are we willing to give.

They want to know how the AD attempted to curb Kiffen's actions.

He knows we didn't try to stop Kiffen...bam...Lack of institutional control.

1. The entire coaching staff that was representative of the University is being mentioned in the LOA, this means that the University is complicit. You can't say, oh, the coaches are guilty, but not the University.

2. The investigation is not complete, Tenn will respond with the requested information and the NCAA will either formulate or adjust allegations and then turn it over to the Infractions Committee. The LOA isn't the end of the findings, but just a part of the process of the findings.
