Mullen is not as popular as people think at UF. He was never going to get an offer before Stoops. Stoops and Foley have a long friendship and given his ties to Florida, his interest will always be garnered first.
Actually Mullen was the #1 choice this time almost a year ago, according to Foley himself.

I don't remember Foley saying that, in fact most will probably tell you the only one that was contacted in that search was.....Stoops
