You are assuming that there was money involved in the renovation of the church.

It might have been that he got free labor and materials instead. That way, there is no money trail involved.

And that also would be easily verifiable as the party donating the labor and materials in any substantial amount would also file those expenses as tax deductible donations. Start with the contractor as he may have done this; however, they will also likely be looking for the contractor's ties to Auburn.

No, Newton's father told the city council he had the money in hand for the renovations.
