Not to try and go the philosophical route, but fear is one of the greatest motivators known...people go to work everyday for fear of not having enough...athletes train harder for fear of someone taking their place etc....when fear leaves the equation it becomes unbalanced and spiras out of control....so the question is what's the best type of fear to use as a motivator?

Typically what keeps people from going to jail is the fear that going to jail and being a convicted felon will ruin one’s life.

But that doesn’t work with some people. When going to prison is expected and celebrated it isn’t a deterrent. There are a lot of people who grow up with a mindset that they have basically three options: A) rob/hustle/steal/kill until they end up in prison, B) rob/hustle/steal/kill until they end up getting shot and killed themselves, C) become a rapper or professional athlete. When you have someone who expects to be murdered or go to prison, there are clearly not many deterrents that will work. The only thing that will work is cultural change. But people do not want that. The reasons for that belong on the politics board and not here, but it is all about power.
