Yes championships are a criteria, but not the whole pie. Other categories include all time wins and winning percentage. Texas is tied with ND at #4 with 948 total wins (LSU is #17 with 806 and Georgia #11 with 881). Texas sits at #7 with a .702 W%. Georgia sits at #13 with a .666 W% and LSU at #14 with a .654 W%.
The problem is not every conference has been equal over time which is why I don't think win % matters that much. It's not apples -> apples comparison.
