But there is precedent for graduate programs to limit eligibility. Ten years for a Masters degree is what I've heard the most often. Wouldn't be surprised if something similar isn't in place for PhD programs. If a student doesn't finish in that time, I guess they are just out.

Not sure how that scales to athletics, but I can see it being used as a defense.

Nope. Only the NBA does, and even that's a minimum age (19). The NFL requires 3 years out of high school - no age tied to that. So if some All-American stud graduates at 16, they could be in the league by 19.
