Not necessarily. Your top 2 were stronger for sure, but the East had three bottom feeders (Vandy, Kentucky, and South Carolina) who combined for just 2 total Top 25 finishes during that entire 13-year period. The West’s bottom feeders (OM, State, and Arky) combined for 10 Top 25 finishes in the same time period.

From 1992-2004, both the East and the West produced two National Champions. In terms of Top 25 finishes, the West had 31 compared to the East’s 33…. It was actually quite balanced.

East won the title 8 times to the West's 5. Really, you could say the divisions were balanced up until about 2009.
