You are making your own assumptions. All he is saying is that he was someone they identified as someone they wanted to get out of the transfer portal, but he never went into the transfer portal to get him.

Otherwise, he would have said they couldn't get him to transfer. The only reason you want to get them into the transfer portal is so you can contact them.
