Players own their own NIL rights (as they should).

Players should not be granted immediate eligibility upon transfer unless they have a diploma in hand.
No exceptions. When you have Hardship waivers, every transfer is a Hardship. Just ask their lawyer.

That solves the real problem (free agency).
