For Kentucky I would argue Rich Brooks was our best hire. Bear Bryant obviously is the best, but Brooks woke the apathetic part of our fanbase up to the fact that Kentucky can consistently win 7 or 8 games and go to a bowl. That might be child's play to the SEC powerhouses, but considering where UK football is coming from, it's a damn miracle. Joker Phillips didn't get more than 2.5 yrs before he was fired because fans finally has expectations to at least be competitive and respectable. Mark Stoops has elevated those expectations further, but I don't think we'd be here without Rich Brooks.
That's my criteria too; culture change.

Kirby Smart is great, but he didn't change UGA's culture, he's just delivered.

LSU's culture changed with Nick Saban. Nobody's happy with an 8 win season, that's the basement expectation now.
Steve Spurrier changed Florida.
