It's both. You need a school willing to put in the resources and you need a coach that knows how to properly use them.
LSU has kept up it's side since Saban and that's why they keep having at least moderate success.

The point that most people miss is that LSU didn't commit to those resources until Saban arrived. That's what I mean when he changed the course of LSU's foreseeable future. I can't imagine LSU going back to the way it was in the 80s and 90s as far as an administration standpoint.
