I think one of the reasons Memphis is so bad is because they have a catch and release policy for criminals. Officers make arrests, but the courts don’t keep them in jail. Gang members aren’t afraid to catch a charge in Memphis because they’ll be walking out of jail by the time the paperwork is done.

I don’t know how the surrounding states handle this, but I could definitely see gang members in surrounding states “commuting” to Memphis to sell drugs and extort small time players with violence since the judiciary system in Memphis is so lenient with repeat violent offenders.
