It is not impossible but it is hard to move up.

Not necessarily... I do think Penn State is pretty close. The most objective way of looking at it is that they need more representation on these lists:



You're going to find the same 8 programs near the top of all of those lists (other than bowl record). If someone were to come along and end up there, I think they'd get blue blood consideration.... but no one is really close other than PSU
