Ohhhhh you must be talking about Knoxville or Maryville.
There is a lower-income/crime area in every city - including Baton Rouge. Their's is mostly confined in North Baton Rouge, not near the University area, downtown, or central or SE Baton Rouge.

East Knoxville has a small ghetto but we can mostly pretend it’s not there. Maryville doesn’t have a ghetto. And east Knoxville is getting gentrified to remove the small ghetto.
