So what's to say that white hiring managers won't have inherent bias against minorities?

You won't be able to support this with any evidence whatsoever. I'd go so far as to say the opposite is happening currently. As someone who has been hiring people for over a decade, I can tell you that companies will literally beg a competent minority to work for them. Unfortunately, the supply is extremely low compared to the demand. Should go without saying when we're discussing the term "minority." There are simply way more jobs than there are minorities interested in those jobs.

It's not like we haven't seen that before.
What has happened before is completely irrelevant to a discussion about what is happening now.

This is my experience. I’ve hired prol 25 -30 people over the past 15 years. It’s rare to get a qualified minority applicant which I think needs to be addressed far more than stupid DEI quotas. Start with education and skill building. I would love to have more minorities on staff as I absolutely believe a diverse staff (from multiple aspects) is a better staff. But it’s hard to find and some Groups in my organization have lost minority personnel to other companies that are paying up to meet DEI quotas. DEI quotas are actually doing more harm than good.
Ps. I do believe that unconscious bias is real (it’s human nature) and can creep into hiring/promotion decisions. And in some instances, it’s worse than subconscious and overtly evil. But forcing quotas will not solve it and continued divisive politics that separate rather than bring us together will make it worse.
