It certainly is. Whenever the Mississippi finds just a tiny soft spot where the path to the gulf is slightly less elevated all of the efforts of man will be meaningless. We can fight it but there is no way the Mississippi will remain bent to man's will forever...nor will any river for that matter. The Mississippi has 2 luxuries unknown to man and that is time and patience.
