Some teams have more than 1 qualifying rivalry to be made permanent. Tennessee has both Bama and Vandy. Bama has Tenn and Auburn. Auburn has Georgia and Alabama. Georgia has Auburn and Florida. Is this a reach? No.
I like the OP's take with some hesitation. Personal take, is that some programs need certain games to open or retain recruiting areas. USCe needs UGa for this purpose as an example.

Kentucky & SC could be exchanged from right to left.
Kentucky wouldn't be happy about it though.
Perms would change as follows:
GA - FL, Aub, SC
FL - GA, TN, KY
SC - KY, GA, V
KY - SC, FL, MIZ
At the end of the day, someone has to play Missouri besides Oklahoma. Figuring out those 3 would go a long way to figuring out the whole puzzle.
As an example, if it's Texas, then Arkansas can't play Texas since Texas will already be full, but I think Arkansas wants the Texas game.
A&M could make sense I suppose. Kentucky is at least close geographically, as is Tennessee & Vanderbilt.
So who should Missouri's 3 Perm's be?
