The most obvious reason would be that a highly recruited QB just didn't pan out (or multiple highly recruited QBs.) Simpson was highly rated but he simply wasn't ready by the time Bryce departed. Milroe wasn't either, but he was more ready than Simpson. This season could very well be different with Simpson breaking through.

The other is that often times at the 4 year college level, there is a vacuum when you have to replace a great QB. The idea that you can just plug in a superstar every single season to replace a multi-year starter is not realistic.

I haven't seen anyone suggest that.

Someone that can read defenses and make accurate throws shouldn't be too much to expect at our level.
