And my point is according to recruiting Washington had the 26th best talent roster in the country. If we switch coaches with them we are a 9 win team at worst this season.

This is true but so is The Sultan's point about their roster. Not necessarily from the race standpoint, but the fact that significantly more of their players are from nearby (and probably grew up wanting to play there) gives them an advantage just on team pride alone. You get more effort out of "lesser" recruits because they care more about the reputation of the program than some 5 star from 600 miles away. Couple that with outstanding coaching and you get what we're seeing from Washington this year.
