Yes. The ellipses indicate a pause, as in a pause in speech, added for emphasis. That's correct usage.
We definitely can't debate the English language. You've already lost that one.

That is incorrect and improper in grammatically correctly structured sentences. Ellipses are used to omit omit information from a sentence.
Using them for a pause is grammatically incorrect.
