We can look at that and see if that is actually the case since Missouri left the Big-12.

2019 - Texas (8-5) - Missouri (6-6) - Yes (Tx Better)
2018 - Texas (10-4) - Missouri (8-5) - No
2017 - Texas (7-6) - Missouri (7-6) - Yes (Same)
2016 - Texas (5-7) - Missouri (4-8) - Yes (Tx Better)
2015 - Texas (5-7) - Missouri (5-7) - Yes (Same)

So...since Missouri left for the SEC, in years one might consider "bad years" for Texas...Texas has been better than Missouri 5 times, they have had the same record 2 times and Missouri has had a better record 3 times. With that being said...None of Texas's bad years were as good as Missouri's 2013 and 2014 season. So...the quote has been evaluated and determined to be untrue.
