Then why do I constantly hear announcers overselling the "targeting is as much to protect the tackler as the ballcarrier" point?

What about the helmets popping off at any given moment. Back in the day I almost had to rip my ears off to get my hat off. It's absolutely ridiculous. Make them sit out the whole series instead of a play.

The first targeting rule is to protect the neck of the defender.
