Ohio State only has 2 since 1968. Nebraska is the legit 1970 NC. But no the answer is Texas and probably UGA and UF in a distant second. These three states have huge in state talent, large alumni bases, and a sizable population.

If Texas could put a fence around the state and keep outside schools from recruiting the state then yes but it is really hard trying to build a dynasty type program when you have so many division one programs getting players from the state.
