So far, every time a list comes out of the highest paid UGA players with NIL, it's never had recruits on it. It's always guys who've shown value at the college level already.

That's actually the intent of NIL. To allow guys who make a name for themselves in college to profit. It was never meant to allow schools to buy recruits, that's the unintended consequence.
