I'm skeptical that 9 is enough. ACC bylaws are silent on the issue, so you'd revert to the rules of the state of incorporation (which I think is NC -- can't remember if it's 2/3 or 3/4 required for dissolution there). I believe it's going to require at least 10 votes (not sure if ND counts as a member for these purposes or not), and I just don't see how there would be that many landing spots.

This is the opinion of most of the UNC board, that 7 or 8 (a majority) isn't enough to dissolve. I believe 3/4 may be necessary but no one seems to be 100% certain about this.

It only happens if the B1G shifts it gaze southeastern and shuns additional PAC schools:

Notre Dame, UNC, UVA, and Miami to the B1G.

NC State, VT, Clemson, and FSU to the SEC.

GT, Louisville, Duke, and Pitt would earn more in the Big 12 than they do in the ACC currently, and I imagine the Big 12 would welcome them with open arms (since the Big 12 clearly seems to value basketball brands more than other conferences).

That's 11 schools (or 12 if Notre Dame counts). I think Boston College, Syracuse, and Wake Forest are screwed.
