Not necessarily. Not long ago there was the report of the "Magnificent 7" of teams wanting to torch the ACC, if they could get that up to 9 then the conference could dissolve.

This is the opinion of most of the UNC board, that 7 or 8 (a majority) isn't enough to dissolve. I believe 3/4 may be necessary but no one seems to be 100% certain about this.
