I don't know about winning it all every year, but all of the P5 universities in major recruiting hotbeds without outrageous admission standards have a chance to be #12 or better come bowl season. They have to decide to take football seriously and spend some major dough on it. And then of course, it takes quite a bit of luck, but you at least put yourself in a position to win if you pay over market value on proven coaches, have elite talent in your back yard, and upgrade your facilities to be on par with the rest of the top teams.
TCU just played for a natty and they were in a G5 conference a decade ago. Even in the G5 conference, had Auburn not completed the Camback, they'd have gone undefeated and played Oregon in the NC game in 2010. Then they and Baylor got passed over for a spot in the inaugural playoffs thanks to a lack of conference championship game.
Speaking of Baylor, they had 13 straight losing seasons before Art Briles finally went 7–6. Both of their non-interim head coaches since then have won at least 11 games by their third season.

To be fair, TCU was in the SWC and probably goes to the B12 if not for the politics of Baylor (who turns out to be the rapiest college in history).
