So this is all about semantics. OSU had the lead longer, but It was a 50/50 type game with both teams asserting themselves at different points. 95%, to me, implies domination by one side.

If this is criteria, then give the 2017 Natty to UGA over Bama and also the 2018 SECCG - Georgia led in 118 out of the 120 minutes of those games.
