To be fair, this happens all of the time. When they get a call wrong and say a runner was down, they blow the whistle but go back and review to see it was a fumble and was clearly recovered.
It’s not a new thing they just made up. Everytime they get the call wrong on a fumble that was called down, a whistle is blown. It’s literally the same play.

But it’s not the same. One was an inadvertent whistle, which by their own admission, nullified the play and whatever outcome there might’ve been.
So how then can you review a play that you just said, by rule, didn’t happen?
