Actually, no it doesn't. Christ I can only imagine what it is like playing monopoly in bama with the house rules they come up with.

No it wouldn't. No more dangerous than intentional grounding or an incomplete pass in general. I would say if deflection is the only mythical requirement then throw it off the side of the ref's head or something.
