The existing rules already cover this and the answer is no, they can't do that.

It's exactly the same thing as a booster offering money under the table to a recruit. Nothing changed about that with the NIL. The Supreme court ruling only said players can make money off NIL, it did not say the schools themselves(boosters are considered part of the schools) must be allowed to pay them.

So while the NCAA can't legally put a stop to players getting NIL deals, they can police the schools/boosters when it comes to giving them.

The NCAA did put out clarification of this a month ago.
