There is a government ID that I believe is free and can be obtained at any DMV.

Soooo.... saying IDs should not be required is better than canvasing "underrepresented" neighborhoods to get them all government issued IDs if they want to vote? Why not do that? Make it so getting an ID is part of the process of requesting an absentee voting form. Make it part of the process of voting. Send out mailers. Put it in the news. Do PSAs. Say "If you want to vote, you need an ID. If you want an ID, provide A, B, C by this date and we will process your ID." Spoon feed it. Seems like a process that is as simple as the exercise of herding cats that was the last election.
